Sanitary sewer replacement project

Council selected a contractor for the Coronation IMP – 2023 Sanitary Sewer Replacement Project at their regular meeting on Mon. June 12.
Contractor A, with a bid on the project for $954,152.76 was chosen by council.
The anticipated cost for the project was $753,620; however, due to the increase in some of the prices, Contractor A can do the project for $954,152.76.
The project will include maintenance and repairs to Albert Street and Coronation Street. The Windsor Ave. overlay was an addition to the project that the town was planning on adding; however, due to issues with the sewer lines, they had to pull the project out.
Council passed a motion to take $361,553 from the MSI Capital funding from the 2022 year, and take $150,000 from the water surplus account and put it towards the project.
Borrowing bylaw
Council read the third and final reading for Bylaw No. 2023-696, allowing them to borrow money for capital projects, infrastructure development or other major initiatives.
The borrowing bylaw needed to be approved to continue with the repairs and maintenance on Albert Street.
The project would focus on three blocks which would be maintained and repaved.
Administration is unsure of what the total project will cost, and they won’t know until the project is finalized. They can borrow $950,000 to help with the project’s cost.
According to Chief Administrative Officer (CAO) Quinton Flint, the interest rate they are paying on the $950,000 is prime plus one, which is approximately 6.78 per cent.
Administration would secure the interest rate before it rises, and doing the project in one year instead of three years would save money.
Medical clinic computers
Coronation Medical Clinic has requested to modernize its computer system.
Discussions have taken place between the Town of Coronation and the County of Paintearth Physician Recruitment and Retention Committee members. They have highlighted the necessity to upgrade the clinic’s computers and equipment.
Telus has decided to discontinue the program the medical clinic uses, so printers and computers need to be upgraded. This upgrade was not budgeted for.
The quote was for $17,560, which was split with the County of Paintearth, who didn’t approve their side of the portion, so it would cost the town around $9,500.
Council has passed a motion to move $10,000 from the Unrestricted Surplus account into the Physician Recruitment surplus account.
Franchise fee
Town of Coronation Council has renewed their five-year Franchise Agreement with ATCO.
Council passed the motion to renew the agreement for the third time.
This agreement will be ATCO’s final five-year agreement until they enter negotiations and write a new agreement.
The agreement allows ATCO to provide utility services, particularly electricity distribution within the Town of Coronation. It also allows ATCO the exclusive right to provide utility services.
Residents of the Town of Coronation can go with any provider they want, but the provider has to pay a fee to ATCO; there are also no other providers in the area.
